Operation Vigilant Citizen
This
pertains to the announced visit of former U.S. President George W. Bush
to Calgary, Alberta Canada, and other former members of his administration coming here in the near future, and outlines our
allegations and a program of civil citizen action to pressure Canadian
governments (municipal, provincial and federal, and their agents) to
act according to the rule of domestic and international law, to have
George W. Bush barred from entering Canada, or to arrest and prosecute
him.
Charges:
We
allege, based upon overwhelming evidence, that Mr. George W. Bush
committed criminal negligence by, in spite of foreknowledge, taking no
appropriate action to prevent the attacks of 9/11 during which 24
Canadians were killed, hindered proper forensic investigation,
conspired with
others to cover up the facts and evidence, and made unproven and
unsubstantiated claims to wage illegal wars that had been planned well
in advance.
We
further find that Mr. Bush did conspire with his cabinet to lie and to
defraud the American people, as well as allied nations (including
Canada), regarding the alleged “al Qaeda” terrorist network, about
“weapons of mass destruction” in Iraq, and subsequently, ordered others
under his command to:
1. wage illegal wars of aggression contrary to international law against Afghanistan and Iraq,
2. kill, injure and maim, as well as cause to become ill, innocent Afghani and Iraqi civilians,
3. kidnap, torture and sexually assault innocent Afghani and Iraqi civilians,
4. destroy private property and public infrastructure in Afghanistan and Iraq
5.
use weapons of mass destruction (depleted uranium) on the innocent
peoples of Afghanistan and Iraq, causing permanent, catastrophic,
environmental damage and genocide
6. steal natural resources and land from the Iraqi people,
7. steal or allowed to be stolen, national treasures of the country of Iraq
8.
fraudulently caused other nations, including Canada, to volunteer their
armed forces to participate in these atrocities, contrary to
international law and conventions,
9. threatened global peace and security through a network of terrorism and criminal racketeering
10.
interfered in the self-determination of sovereign nations and installing
unduly elected regimes, and inciting domestic violence, civil wars,
strife, causing starvation.
Action:
We call upon our fellow citizens to join with us to do ANY or ALL of the following:
1. sign our petition online or in person,
2. download the petition and collect more signatures, and deliver these to your MP's office by Monday, March 16, 2009
3. publicly condemn the Bush visit in local papers, radio talk shows or other mass media.
4.
write letters of condemnation of the sponsors: Calgary
Chamber of Commerce, Ernst and Young, Calgary CFA Society and the law firm of Bennett Jones., and encourage

call the Mayor and City Council to condemn this visit, and ask him to
withdraw any offers of material support, including security details at
the venue that involve the use of police officers, paid by Canadian tax
payers, and participate in peaceful demonstrations in Calgary,
6.
write or call your MP, as well as the Prime Minister, the Minister of
Justice, Minister of Immigration and Minister of Public Safety, and

7. write or call your provincial MLA, and your Attorney General's Office and demand action,
8. protest the nearest US consulate office, and / or your MP's office.
9.. ask your local detachment of the RCMP to live up to it's stated policy regarding war criminals
10.
go before a Justice of the Peace at your local court house and swear an
“Information” to commence private prosecution proceedings (as permitted
in the Criminal Code of Canada), asking that a warrant or summons be
issued in the name of George W. Bush of Crawford, Texas, and notify
local media attend and report on this.
The
world is waiting for justice, and as Canadians, we are tired of the
hypocrisy and duplicity of our own government, leaders and corporations
aiding and abetting war criminals. We demand and expect accountability!

This
is Bush's first speaking engagement since leaving his disgraced office.
He stands to make a pile of (blood)money for this event. It's
important that both organizations that are sponsoring this realize that
Canadians abhor torture and war crimes and do not appreciate inviting
this demon to our country.
The sponsors of
this event deserve to hear from you and if you feel the need to call
them a few times then so be it.
We've spent the time to make it easy for you to take a moral stand as a human being of conscious and let them know how you feel.
It should disgust you that George Bush made the oil industry astronomical profits at the expense of over a million human beings.
Now
out of office the oil industry pays him via speaking engagements such
as this. Quid Pro Quo. Does it get anymore pathetic ?
Wives,Mothers,Dad's,Grandparents,Babies
and Children all slaughtered not to mention American soldiers as well
and their widowed wives and orphaned children.
The trail of destruction is enormous and is felt the world over.
The
disconnect to humanity that the sponsors of this farce are displaying,
by inviting this ghoul,should be enough to get you off your ass and
make a couple phone calls.

Urge the City of Calgary to condemn the event and to not support it with police services, nor in any other way, shape or form. Mr.
Bush is no longer a foreign leader and tax payers money and resources
should not go to subsidize this private event, to which the general
public and the media are not welcome.

How to Lay an Information:
"1. Laying the Information
The first step
is to go to a justice of the peace (JP) at your local court and sign a
form on which you set out the details of the alleged offence. This
form is called an "information," and you are referred to as the
"informant." The JP then asks you to swear that this statement is true,
and the JP signs his or her name as a witness. This process is called
"swearing the information." Formal charges have now been laid.
Draft the charges with care, because inaccurate information may hurt your chances of a successful prosecution.
Often the JP will draft the charges for you, or you may wish to fill
out the form with the help of a lawyer. Here are some tips:
The forms used for provincial offences are different from those for federal offences, so be sure you get the right one.
Be sure to lay the information promptly.
Under the Ontario Provincial Offences Act and the summary conviction
provisions of the Criminal Code, you have only six months from the time
an offence occurred to lay the charges. Some statutes have shorter or
longer limitation periods.
(Note that Bush was immune prior to January 20th, 2009 according to a previous ruling a the time limit should not apply)
Be precise.
It is safest to follow the wording of the statute describing the
offence (e.g., the Highway Traffic Act) as closely as possible.
State the specific date and place where the offence occurred, and give the name of the accused in full. If the accused is a corporation, use the full corporate name.
(Note: We likely do have specific dates and places, but I don't think it is necessary in this instance)
When the information relates to more than one breach of the law, set out each offence in a separate "count" (separately numbered paragraphs each setting out all the details of one offence).
2. Issuing the Summons
The JP has no
discretion in swearing the information – he or she can't refuse to do
it. However, the JP does have discretion not to take the next step:
issuing the summons to the accused. The summons is a copy of the
information that also states the time and place where the accused must
appear to answer the charges.
(Note: we have no idea of what Bush's postal address would be, but I assume it is in Crawford, TX)
JPs
are mainly used to issuing summonses for the police, and some JPs may
be reluctant to issue a summons requested by a private citizen. The
JP can ask you probing questions, so it is advisable to be well
prepared when you visit the JP to swear the information, and even to
bring a lawyer with you if you anticipate difficulty.
If the JP issues the summons, he or she will usually make it "returnable" in about two to four weeks' time.
At least two weeks should be allowed, so there is enough to serve the
summons on the accused. The "return date" will not be the trial date,
but the date when the prosecutor and the accused appear in court to set a date for the trial.
3. Serving the Summons on the Accused
Serving the
summons means delivering the summons to the accused. Serving a summons
is generally valid only if it is done by a designated person – usually
a police officer. [The staff of the county and district sheriff's
offices are also peace officers, and for a fee they may serve summonses
for you. Give them the summons as early as possible and follow up with
them to check that the summons has been filed.]
(Note: As we do
not have his address, as he is not a resident of Canada, is unlikely to
attend of his own accord, and presents a 'flight risk', one could argue
that a warrant be issued on March 17th, 2009 in Calgary. We need the
specific details of where he will be speaking and when.)
To be on the safe side, it's a good idea to also personally deliver or mail a copy of the summons to the accused.
Even though the accused is not required to respond, many people do not
know this and will come to court. Once the accused or his or her lawyer
appears in court, the accused is bound by the summons, even if he or
she need not have appeared.
Once a summons
has been served, the person who served it must fill out and sign an
"affidavit of service" on the back of a copy of the summons. This
affidavit sets out the identity of the person served with the summons,
and the time and place the summons was served. It is then up to you
to make sure the copy of the summons with its affidavit of service is
filed in the proper court before the return date (this will mean
chasing up the police officer or whoever served the summons)."
